Top U.S. and Russian officials met in Saudi Arabia Tuesday morning for talks on Russia’s war with Ukraine, but Kyiv officials were not present. Ukrainian President Volodymyr Zelenskyy told reporters Monday that his country wouldn’t accept the outcome of any negotiations conducted without Kyiv’s involvement.
